Need Help on a word "unscaled" I come across

When reading an article on microwave filter, I met a sentence "Msk and Mlk constitute the unscaled row vectors T1k and Tnk of the orthogonal matrix T"

what does "unscaled" mean, thank you!

Scaled mean re doing some thing in new size using some refference.

Let's say the row need 20 line. Under scaled of 4. the row will only be 5.

By the decrease it still can perform similar task?
