RF design levels?
If I want to design tranmitters and receivers with RF ICs and components(like as Hittite ,Minicircuits,... ICs and products) is it needed to know details of inside ICs and how to design them,or it is enough to know how can I use them and work with them to make circuits and systems.
In this way ,what books are helpful and what softwares I need to have?
RF Design covers all of that stuff. If you are primarly interested in putting together radio's from components then you really don't need to know how to design IC's, you do need to understand how to use them, and what their specifications imply.
As far as Software, Excel will do most of what you probably need to do. As far as books, the ARRL Radio Amateur's Handbook might be a good start.

Try to download the MWO evaluation version from http://www.mwoffice.com and play around with some examples. There will be a getting started pdf file with examples.
RF Design is very wide term. You should be familiar with practically all field of analogue electronics and basic construction concepts. Playing with simulation software is not enough. As it goes theory first and then practice.
