How can I use MC2833 with a PLL IC to make a 12 channel FM Tx?

I want to make a 12ch FM TX (voice signal) with MC2833 with 25KHZ channel spacing. How can I use MC2833 with a PLL IC (like as LMX2306) to do this task? (sch links)

Is there any chip that is in production for FM voice transmission?
