Driver Amplifer For the PA

i need to design a driver amplifier for the PA the output power about 15 dBm

i want to know , are the driver amplifier are always linear amps , based on class A , or what , i need the driver to have max gain

any recommendation , by the way the Freq about 7.3 GHz

In general a PA driver is linear up to a certain input level.
