circuit receive laser signal

Use a transimpedance amplifier with the receiving PIN sensor.

You will have the usual SNR problems which can be improved by pulse modulating the sending source and having an AC coupled amplifier after the transimpedance amplifier. Make it narrow band to further improve the SNR.

Did you mean laser signal transmitted over air but not fiber?

Free space LASER communication on long distance may not be reliable on poor atmospheric conditions - rain, snow, fog....

my idea as follow:
if fiber cut happen , we can send laser signal in this fiber and passes circuit which is senseitive to laser signal and at the cut point this signal give alarm.
i know that OTDR can make this but is very expensive

It's impossible to detect the laser beam from a fiber cut at a random position.
The fiber wont be everywhere exposed to free space, and all the free space LASER communication sistems need to be very well aligned and use specific lens for beamforming.

The ends of a fiber cut will be random oriented - not aligned to the receiver - and wont have a lens sistem attached to the cut for beamforming. Also the power of the LASER at both ends is quite low, to avoid nonlinearity in fiber in normal operation (before cut).

Anyway, if you start to check the fiber every inch or so, you will se the cut without any sensing device.
