I am looking for a datasheet of an IC.

What does the circuit do? The LED pinout looks a little like it is a MC14017BD.

This circuit is applied in remote control, car door open, close and alarm.
But, I cannot find this IC.

can the circuit be used in the network application suah as soho router ?
