Zigbee transmitter testing

Hello everyone,
I am working on a project to test zigbee transceiver.
I have some queries as listed:
1.Since the transceiver uses MSK modulation.How to generate MSK modulated data(I<0:3> and Q<0:3> components) and quantize it into 4 bits for the DAC used in transmitter?DAC uses 16MHz clock.
2.How to ensure that the digital bits that are generated will correspond to the analog wave generated at the output of the transmitter?
3.What are the common testing parameters for a transmitter.If there are some docs available on it please refer them.
Right now I am passing I<0:3> all 1's and Q<0:3> all 0's.So the results that i am expecting is a pure sine wave.
