A fundamental question of Phase noise measurement

1. Why do we measure the VCO amplitude spectrum to obtain the phase noise?
What we want is phase noise but amplitude noise, how can we measure the
amplitude spectrum?
2. How to correlate the amplitude noise to phase noise in this measurement?
