I suppose, you are speaking of "pull-in"-time - that es the time to acquire lock starting with an incoming frequency which is different vom the VCO frequency.
In this case. only an approximation can be given as follows:

t,pull≈(Fd)2/(4ΠDFn3)

Fd=Fin-Fvco ; Fn=natural frequency of the loop
Loop damping D=1/2Qp .
