在ise中如何生成mcs文件

为了测试一块板子的功能，现编了一个小程序，ise7.1

input clock;
output led_out;

endmodule
通过并口线已能成功下载到fpga xc3s200pq208中，现想下载到配置芯片xcf02VO02中，却始终找不到mcs文件，提示如下：
physdesignrules:367-the signal <clock_ibuf> is incomplete. the signal does not drive any load pins in the design
请问各位大侠如何解决
