The S-parameters (S2P file) are easily derived from a two port analysis using the MMBT2222a SPICE model below and at a suitable DC-bias.
What is the frequency range of your MMBT2222a design? Bias: is IC 10 mA and VCE 10 V sufficient?

6 V 30 mA, 10 to 30 MHz is where I am using it.
This transistor is LF type (Ft=300MHz). For such transistors manufacturers do not provide S parameters data.
