If i transmitt an RF signal through a wire ?
1. how i want to know the signal strength
2. did the signal will effected if someone touch the wire
3. how we want to know the change through electronic way.

For safety reasons you will have to use very low power. Here is one thing to try. Put a resistor between the source and the wire. Measure the voltage on the wire. Another thing to measure is the phase shift between the source and the wire. A phase detector as used in PLL circuits can be used. If the frequency is low enough you can use a wide band op amp to isolate your measuring circuit from the wire.
If all you want is a touch sensor, you can use lower frequencies and a bridge circuit.
