Question about T-Junction Power Divider
1) for S11, values are 40, 20, -20, -40 which one better
2) which S-parameter is important to this power divider

any power divider and any circuit has to have negative reflection coefficients, since the reflection coefficient is a measure of the ratio between incident and reflected power, and the relected power cannot be larger than the incident ;). By the way,although they are obvious in this case (dB), indicate ALWAYS the units, or were you talking about phase?.
the importance of the s parameter : ideally I suppose you want perfect and ideal split of power in the two output branches (-3dB), with perfect match (-40dB or better -100dB). However: which technology are you considering: waveguide, microstrip?, which is the bandwith?, will the splitter be isolated (with connectors I mean) or integrated in a larger circuit? all this will afect the ideality of your ideal circuit. In microstrip circuits although the simulator indicates very good match, at the end the connector transitions, manufacture errors and those practical matters, make impossible to meet the simulated values.
