is there a way to read from RFID tag at ~1 meter
and at what frequency should they operate?
You can only read the tag at 1 m if it is designed for that. Read range is such a sales point that it is maximized for each technology and operating frequency range.
One further problem is the inverse power law. If you increased the reader radiated power by several factors of 10 the read range would only increase by 2x - 4x.
An exception to this is the case where the tag has a real transmitter at VHF. In this case you can have a gain antenna on the reader to increase the range, but the range incrase may be the same as the antenna boom length. You may as well put the reader on the end of a pole and hold it in the direction of the card.
One more thing is that the power required by the tag need to be minimized

i have used reader with 1m range and that operates in 2.45GHz(ISM band) with 200 khz each channel bandwidth
