Question about Thomas Lee's paper

Paper: JSSC 2000
A CMOS Frequency Synthesizer with an injection-locked
frequency divider for a 5-GHz wireless lan receiver
by Thomas H. Lee and his student

I find that at page 783 the modulus of prescaler
is 41/42 not 22/23 after I run matlab simulink
simulation . I AM NOT sure if I am right . If
anyone have read this paper , do you have the same
question as I do ?
