sleeve monopole antenna

Can anybody please help me with the design of a simple sleeve dipole/monopole antenna. I cant find any design equations.

Sorry for being late.
I did simulated a sleeve monopole antenna using the basic design and then did a bit of parametric analysis to improve the result. Thanks for providing me with the basic design
