ultraband lan design help

i want to design these lans:
operating from 1ghz~7ghz;6ghz~18ghz;1ghz~18ghz.
gain:50dB,nf:<5dB,vswr<2,ripple<3dB
give me some informations and examples(active device).
my question is:what kind of active device should i use?
what difference between packaged device and fet(hemt) chip?
for bjt,fet,chip these,how can i choose it to accomplish my design.
some feedback lan design examples and layout need also.
