Help me build a 20% bandwidth splitter/combiner

Dear all,

I need to construct 20% Bandwidth spl/comb at about 1GHz.

BW in the sense of

*VSWR at 3 ports
*isolation
*constant division factor
*division balance betwn ports

Could you suggest something?
