tolerance of corner frequency

Folks:

In Oc-192 spec, 4th corner frequency for jitter tolerance is about 4MHz. However, the jitter transfer bandwidth is about 120KHz.

Single PLL seems not able to cover these two specs in the same time. How to resolve this confiction?

Do we have to use one CDR PLL to trace data and another one CDR to retime the output data?
