How to build a discrete components FM Tx and Rx?

Dear friends,

I hope that anyone can summerize simply the practical steps to build a discrete components FM Tx and Rx..
I am not only interesting in building such Tx and Rx as I know already how is internet full with millions of circuits ready to made, but what i hope to know is the practical steps to design and implement a Rx and Tx with certain specs. such as carrier frequency, power, ...etc.

Please don't hesitate to put any reply even being very small.. It will help me too much..
