Input power level is not a constant. TV and FM receivers are build for wide dinamic range of input signal level.
Usual minimum antenna level for TV is about 40dBμ and can be as high as 10mV on 75 ohm.
FM receivers have sensitivity about 2μV for mono reception and 50μV for stereo.
On cable TV antenna level is about 60dBμ or more.

What is dBu? Can you express your units in dBm?
dBμ is logarithm of voltage ratio in respect to 1μV. Conversion between is approximately 0dBμ=-107dBm.
