Signal and Sampling Frequency
can anyone suggest me how do determine the sampling frequency?
Must it be lower or upper then the signal frequency?

Nyquist's theorm says that for digital sampling at a given frequency you have to use a sampling rate at LEAST twice the maximum signal. If you need to do any kind of processing you're going to want to double that, if you're going to want to view the waveform yourself double that again or you're not going to see any kind of signal detail.

If your signal is bandpass, then it is not necessary to sample it at twice of the maximum frequency of it. You can use bandpass sampling which can be lower.

If you suppose the signal is lowpass sampling freq. is at least two time the signal freq (bandwidth). but if it is bandpass signal there are some ways to reduce the sampling freq. according to the bandpass signal
