It depends about the tecnology, if the frequency is high then frequency domain is better then time domain.

curruntly i am using the simple HSPICE ( no any HSPICE RF)
simulator.
can i use it to design the rf circuit for frequecny range 2.5Ghz.
as i am working on 130nm tech.
as i have the hspice model file of 130nm.

NO, I think hspice result is not reliable above 200 Mhz.
you must use HspiceRF and 0.13u RF model.
