So can i find a receiver in ku band with a sensitivity that can achieve this transmission
suggestions about receiver are welcome

The free space path loss at 14GHz for 200km is 162 dB (without margin for humidity, fading, etc)
From link budget calculation that you have, results approximately -70dBm signal level at the input of the receiver, that should be ok for the data rate that you are looking to transmit.
Mitsubishi makes some good receivers for Ku band:

but if i add 30dB fade margin will may data link achieve transmission from 200km in bad weather conditions.
Can i establish a receiver+antenna system for sensing -100dB signal
or is -100dB signal is meaningless for data transmission
and what are the signal ranges that are sensed in systems like these
i mean -80,-90dBm

-80dBm including fade margin is a good input level for the data rate that you are looking for.
30dB for fade margin I think is too much. Usually for this case is approximately 20dB.
