[need help]video filter tesing board

i'm designing a video filter testing board.i refer to other design,all of them putting three capacitors(0.1u,0.01u and 4.7u) in parallel at the Vcc input pin.the source to Vcc is 5Vdc.what's the function for those capacitors?

Maybe tis is late reply, anyway...just incase i hvt got the answer yet. those capasitors commonly 0.1uF , being used as noise coupling capasitors where if there is noise(high frequency) can coupled to ground. result is a clean VCC will supply to vcc pin of IC.
I realised this when most f my design in uiversity time does not worked properly :)
