I want to use C++ to build up a computer control programe to control the LCR meter, I don't know how to start. Does anyone can help me? It is urgent, please help.

I assume this is National Instruments GPIB interface. Download the GPIB drivers then use the measurement and automation utility to send 1 line commands and read back results. If that is working download the C language GPIB functions and use NI Spy to monitor the commands to debug.
