Only problem is yor main design pcb.
Your pcb is smd design : You put to smd crystal
Your pcb is normal design : you put to normal case crystal or smd crystal.

I don't think that the problem is one of surface mount v normal, what ever you may define that to mean. It is a crystal at 350MHz that is going to be your greatest problem. There are very few if any manufactures who would claim to be able to make a decent crystal at all at that frequency.
I assume that you need a crystal controlled signal at that frequency. In that case you need to evaluate the performance that you need in your system with regard phase noise & spurii to determine how that signal should be generated. ie. PLL or multiplied crystal etc.
At that point you will be in a better position to evaluate the merits or otherwise of SM crystals. If the requirements are not too stringent then either will work OK for you.

350 MHz is pretty high. You would be nuts to not use an SMD package up there. I would personally refrain from using a leaded crystal unless I was under 25 MHz, and even then I would probably prefer the SMD due to size.
