Help on complete control on RF current

I am trying to build something to completely control the phase and amplitude of the RF current (linear to the input power). What I used before is simply a MOSFET and I find it does not work well in high power region (~42dBm). Could you think of anything else that could work the same as a MOSFET? It would be favorable that amplitude and phase could be both controlled, either analog or digital. Thanks in advance.
