I?m looking at a design using a NPN cascade amplifier for good IP3. I read on internet that there is a rule of thumb in Sedra & Smith near page 536 that states, ?1/4, 1/4, 1/4, 1/4 biasing rule to set up bias resistors?. My copy of Sedra & Smith is dated. Does anyone have knowledge of this rule of thumb? I?m trying to decide how much Re and Vce to use.

So you need that Vc1 (at RF cascode - down transistor you suppose to have 1/3VCC)

I think you should explain first what you want to achieve. Things like frequency, available power supply voltage, frequency range, bandwidth , IP3 and others need to be defined . Is it discrete, an IC . Just be more specific.
