Will the high impedance input of a frequency counter usually kill the oscillation of a Hartley oscillator when measuring it's output, or just affect the frequency?
It may load it down which could have either of those effects or even just dropping
its ouotput level a bit.
One way to overcome that is to capacitively couple ... or even better just inductively couple ... the counter to the osc. circuit
Inductively coupled ...only needs to have the counter test cable close to the osc.
even at a few inches or so the counter should show the frequency and have no effect on the osc. what so ever :)

Better than any coupling method is to use a buffer stage (or two) for minimum load interaction to the oscillator.
