what is this ckt board is TP-729P?

i hav a circk board of IC RX-3 named as PT-720P?
and it has v+ and v- points with 2 m points ?is any friends know wat is ckt is about pls help?

the only referenceI can find for a RX-3 IC is a remote controller used in radio controlled equip
like model cars
