how to set the "LimiterSML" in ADS

Hi,
input signal is more than +5dBm, and I set a limiter, and the target output power should be 0dBm. So I set the Vmax=0.224V, because (0.224)^2/50=1mW=0dBm.
But after simulation, the output power is about -8.3dBm, who can explain this? thanks.
Attached is LimiterSML setting and input output singal power.
And the following from Agilent:
