what to use to rf module help

hello,
I'm working on my project a remote control scoreboard using RF.. i am new to this stuff and I'm confuse about what to use with my design.. i have 24 input buttons on my remote what should i use to interface it with the Rf module? should i use microcontroller between the buttons and RF transmitter or should i use encoders in parallel?

The 24 buttons may be matrixed to a port of a microcontroller programmed with suitable code and a output fed to the Input of the RF TX which will then transmit the data to the receiver installed at the score board where other microcontroller need to be put in use programmed to decode the received data and display it.
