use a radio antenna for both transmitter and receiver .. and pull it full length... you will get good distance. or try it in N S K E L E C T R O N I C S

can i use the whip antenna or the robot chassis instead ?
Whip antenna is best choice.
At least 1mW needed is for 1m! 100mW 100m theoreticaly. Depends on whether usage is in building and when on open. In building lots of factors concrete armature amount is grounded or not, windows doors walls,...
I make thise modules in smd 0805, for distance 100m (100mW), antene on pcb 2cm x 1cm (no need for external antena), but for Your needs 500m You certenly need external stick antena.
is it one way tranmission only? If so you can add a transmit amplifier. You can get directional antennas on your controller and point it at the robot. Make sure the receive antenna is a good one, with a good connection to a metal ground plane if it is a monopole.
Depending on the country, you could move to 900 MHz or 2.4 ghz, and much higher transmit power.
i think you may better chose zigbee modules.
There is no money rentability if You have project with multiple module RX TX and You buy it in shop.
One cost 20-30usd there is no calculation in price, better buy final and complete product, forget gaming with soldering and electronics, buy in shop market new and tested final product.
It must be DIY - homemade module.

I have project for heating house. Device controls all radiators in house, monitoring all rooms, and outdoor temperature with DS18B20, and controls each radiator (each room temp) based on predefined temp in PC software.
Each room have yours rx tx and base unit have one rx tx. 8 rooms 18 units RX TX x 20usd 360usd only for rx tx link.
This is not good. Because that I make my 433MHz rx tx link.
Also over 100mW per TX You need licence (depends from country to country).
For 500m You need at least 500mW power at TX.
