The important part is that it connects in Momentum, and that depends on where you map the resi layer. Map it to the same physical position as the cond layer and make sure "resi" has the correct ohm/square in the EM settings.
A part of ADS help about MSTEP component..
If you create your initial design using layout and want to incorporate MSTEP components, you should initially leave them out of your layout. Create a schematic from your layout using the Schematic > Generate/Update Schematic menu from the layout window. Then add the MSTEP components into the schematic. Once the MSTEP's are in your schematic, you can put them into your layout by using the Layout > Generate/Update Layout menu from the schematic window. This procedure is necessary because the MSTEP component has two pins at the same location in layout and it is very difficult to manually connect the component correctly to adjacent MLIN components.
Regarding to this, MSTEP has a layout...huh ?
For the purpose of layout-versus-schematic checking, there must be a MSTEP layout element. It has no size, as described in the ADS help text, but it is needed to have the correct connectivity.
