Maximum available power gain vs available power gain

Whats the difference between the maximum available power gain and the available power gain. How they are defined?

Maximum Power Gain:- It is the maximum gain that a particular power amplifier can provide. This level will never be surpassed by the system under any circumstances.

Available Power Gain:- It is the gain that is provided by the system at that particular instant of time.

The maximum value is sometimes used to find the normalized Power Gain.
