Understand the dielectric constant of the surrounding fluid and choice of stripline dielectric are critical.
Since water has a value close to 60 compared to air=1 a high k substrate is preferred for stripline or microstrip design for good impedance matching and high s11 results >>15dB.

Material compatibility is also critical.

ERP and ANSI SAR max levels are also critical.
