how to design multi-layer of Salisbury Screen?

I desire to design a multi-layer of Salisbury screen, but when I choose the values of the resistive sheets for two or three layers, I do not get the required results for a Broadband of frequencies.
Is there any one has an experience with such a design of multi-layer and how he chose the values of each resistive sheet?
