Can it only be downloaded from tsmc online web? It needs an account. But I haven't. Is there any shared user name and password?

you can not download it from tsmc without password, you must be one customer of tsmc to read the document.

it's no useful at all, if you want to tapeout in tsmc, you should have your own flow based on your design.
but tsmc signoff critea is a good doc for reference
