There isn't a specific standard.
Anyway ETS 300 744 and ETR 290 give some frequency masks for IMD,
phase noise and so on.
Usually the customer give some more specific constraints on PA performance.

DVB-T is a modulator specification. The RF mask depends on what frequency you plan to broadcast. Check the spectral mask specifications with your regulatory body.
