How to realize the control of PA output power ?

Now, I control the PA gain by adjusting the bias of Vbe,but this way result the input matching deteriorated. I want to know what other way is better? Thanks!

I just want to reduce the current consume. the PA I have designed work on class AB status, when the input reduce the efficiency will decline and the current consume is not changed.
