Can oqpsk be realized by using PLL?

I saw somebody who want to realize oqpsk modulation by using PLL,
but he failed. he told me that the PLL-oqpsk modulation has been generated, but the i q phase error is too big--about 10 degree.

I know, in general, we use iq modulator to realize the oqpsk modulation.
Can oqpsk be realized by using PLL?

yes why not.
you can realize the oqpsk by PLL and the 90 degree will be more accurate when you use PLL.
