Can we use an IQ modulator for frequency scanning antenna?

I would like to know that
Can we use an IQ modulator as a phase-shifter and frequency scanning phase array antenna or on a radar system? and what is a proper device that operating at 1.5 GHz ?

Depends on if you can live with a 12 dB hit to your noise figure or not.

Can you explain it more clearly ?
I use a IC PMB2202 Modulator by Siemens and have some problem with this device. I use only the modulation part of this device with DC control at input A-AX and B-BX. The problem is that when I use one freq. or CW freq. exciting in LO-LOX, it works good all the operating range (abot 1.5 GHz to 2.5 GHz). However, when I sweep frequency(abot 1.5 GHz to 2.0 GHz) from Network Analyzer at LO-LOX, I can't not control the phases. It has a phase jump and not stable working. I check everything and ist correct.
How can I solve this problem ?

There is a divide by 2 in the LO path--can give 180 degree phase ambiguity if you are sweeping the LO input.

But before the divider they have a frequency multiplier. I think it is not a problem from this point.

Think again! What happens if just one of the 3 billion pulses per second at the input to the divide by 2 is lost?

But the device is designed to operate at this frequency range and it should be working properly.
Sometime I think it occurs from the matching network.
