A cheaper alternative to Arlon and Emerson&Cuming products is to buy the very common panels of expanded (or extruded) polistyrene.
They are very common material used for housing.
I tryed the Basf 3035? up to 47 GHz , εr≈1.05 and tanδ so small to be near the noise of meter.

Thanks for all your information. But I am still curious about whether the materials you guys mentioned above is not for prototype design?
Since I am looking for the form in order to support the PIFA and other antenna prototypes' copper foil, so I need the foam that is easy to cut by hand and sticked to PCB. Also, the price should be as low as possible.....

honeycombe will be suitable for your purpose. It is cheap, easy to cut and will stick very well to PCB for prototype purposes. Just to give an example,
