Help me design an active long range RFID for vehicle identification

please i need some help in designing active RFID long range for vehicle identification -,any circuit u know ?!

can i use cc1100 from Chipcon ( this chip includes MCU) ?

another question ...
how tages do not interfer with each other & what technique used to avoid collisions between tage signals ?

what about HTRC110 ....any1 can help
