Help me with a project for tracking people in a building

hi,

currently i am working on proj i.e. locating a person in a building. Actually it will be used when building catches fire. Receiver/base station will me mainly outside the bulding. As it is used during fire i can not use RFid receivers in building. For GPS i think it gives 10m error when frequency penetrates the wall.

Can anyone will suggest the solution? What protocol/technology i can use to design this? Anyone can give me the required docs?
