What is the highest frequency of operation of normally available 0805 SMD resistors and capacitors?What is this for 0604 smd sizes?

The right answer to your question depends on value of R or C.
My suggestion is to get a model of the passive you are using (or a similar one) usually available from supplier and then put it into your circuit and analize it.

In general you can probably get away up to maybe 3 GHz. But it is really dependent on your application. You need to drop the model into your circuit and see.

For instance, if you just need a resistance to ground, not a critical app.

If you are putting an isolation resistor between two outputs of a wilkensen splitter, the pad to pad capacitance can kill you!
