There are formulas in the book"Microstrip Lines and Slotlines", by Gupta. I did not see any software package has it. You might need to use to write a matlab code to determine all parameters.

TLine-calculator, from Ansoft_Serenade programme, has this option.

parameters of suspended stripline can be calculated using MWoffice.
use the susbstrate as SSUBL- twoline stripline substrate. Use S1lin line in the circuit for analysis.
