May I know how to determine power dissipation of the frequency divider (divide by 2 using 2 DFF)? Since the V and I of the frequency divider always change with time.

get the waveform of the current , and u have constant voltage source which is VDD

y , he can get from the current waveform the RMS current , and he have the supply voltage
check ads simulation about power dissipation in dividers ,
specialy it is done if it is not static divider

Yeah, while it is clocking at the frequency of interest you look at the power supply voltage and the average power supply current and you multiply them together!
