Two radio GSM difficult problem to me

Hi professionals,
1. With some ramp-profile, I can get, by 3.4V / 4.2V supply condition, good switching performance, but poor in 3.8V( normal GSM voltage). I cannot easily get
good enough switching performance over all supply voltage: PA:sKY77318 + Locosto
2. 3.4V / 4.2V get good peak frequency error while poor and almost 0.1ppm value
under 3.8V supply condition.
They are both wierd to me, could some body give me a guide to trace?
